President of Russia Dmitry Medvedev has chosen “the main responsible person” for the situation in the republics of the Ciscaucasia (Northern Caucasus). This is a governor of Krasnoyarsk Territory – Alexander Khloponin. At the same time he will become a vice-premier of Russian Federation.

It will be recalled that Dmitry Medvedev announced about this appointment in his speech addressed to the Federal Assembly on November, 12^th.

The Ciscaucasia Region includes Dagestan Republic, Ingush Republic, Kabardino-Balkaria, Karachay-Cherkessia, North Ossetia, Chechen Republic and Stavropolsky Territory. The capital of the region is planned to be Pyatigorsk.

Without any doubt Khloponin will possess a wide range of rights, combining the position of authorized representative with the post of the vice-premier. As for legislation, it is forbidden to have these positions simultaneously, but according to reports of “Kommersant” Dmitry Medvedev has already introduced appropriate amendments.

This year it is planned to raise the economy of the region, taking into consideration successful experience in Siberia. As  Dmitry Medvedev stated, the leaders of the Caucasus Republics have already learnt to fight with gunmen, but the projects in the sphere of economy are carried out not so successfully.

The experts add that the candidature of Khloponin for the post of “responsible person in the Ciscaucasia” was chosen owing to the fact that he is a new person in the region. “He is not incorporated in the local élite, rich enough and it will be difficult to corrupt him”- they say.
