Russian President Vladimir Putin signed a decree allowing visa-free entry for participants in international sports, cultural, scientific and business events. They will be allowed to come to Russia on the basis of "valid identity documents and recognized by the Russian Federation accredit certificate issued by the organizer of the event".
The list of relevant "visa-free" events is not approved by the Russian Government yet.
It's already fixed, that all participants and guests with valid purchased tickets to 2018 FIFA World Cup and 2017 Confederations' Cup don't need visa to arrive to Russia.
In addition, certain categories of foreigners, participants in the competitions in particular, will be able to enter Russia, stay in its territory and leave it at the time of the competitions and during given months before them without obtaining a visa based on their ID and a list of FIFA representatives compiled by the Russia-2018 organizing committee.
