Russian department of Culture approved hotels' rights to amuse their clients with TV and FM broadcasting.

The fact is that Russian Comittee of authors' rights protection claimed radio ant TV to be extra services included in room's price and can be considered to public translation and thus should be paid royalties. Hotel association didn't agree with this claim and found law support in Russian department of Culture which made a solving resolution. A hotel room is considered to be a dwelling like private flat or house. And using TV- or FM-recievers inside a dwelling is legitimate and can't be charged with royalties.

Russian academy of law, which was asked to implemet an examination of this case, is going to follow the same position.
